Cops in the news today 1) shot an unarmed motorist suspected of an expired inspection sticker in the back as he lay on the ground, zonked by her tazer 2)New Jersey cop DWI kills 2, driving against traffic plowing into a semi, one was a cop, one was his friend

Pennsylvania police officer was charged Tuesday with criminal homicide after investigators concluded she shot an unarmed motorist in the back as he lay facedown after a traffic stop over an expired inspection sticker.

Authorities accused Hummelstown police Officer Lisa J. Mearkle of shooting 59-year-old David Kassick twice on Feb. 2 without legal justification.

Mearkle had attempted to pull over Kassick for expired inspection and emissions stickers before he sped away. She caught up to Kassick near his sister's home where he had been living for a short time.

He got out and ran before Mearkle incapacitated him with a stun gun, held in her left hand. He was on the ground when she shot him twice in the back with the gun in her right hand, police said.

The off-duty New Jersey police officer hired in 2008 who was behind the wheel was among four people in a car early Friday when he drove the wrong way on a Staten Island highway after a night at a New York strip club, crashing head-on into a tractor-trailer that killed another officer and a friend last week in New York City, he had previously had his driver's license suspended for driving under the influence, an official said Tuesday.

Officer Pedro Abad Jr., had his license suspended for seven months starting in October 2013, restored in March 2014, a judge found he refused to submit to a chemical test and was also driving under the influence, he had to use an ignition lock until September 2014.

He may not always travel in the HOV lane in Washington state, but when he does, the driver gets a $124 ticket

A Washington State Patrol trooper pulled over the driver yesterday afternoon on Intestate 5 near the City of Fife after spotting a prop which had the face of actor Jonathan Goldsmith in the passenger seat. Goldsmith plays "The Most Interesting Man in the World" for the beer brand of Dos Equis.

"The trooper and the driver had a good laugh about it but he was cited anyway... Our trooper give him a $124 ticket for violating HOV lane laws," said Gill.

In his 12 years of service with the state patrol, Gill has seen many bizarre violations. "We've seen people use duffel bags, mannequin heads...but we've given this guy an A for creativity," said Gill.

Florida deputy Marcus Robinson, in 2007, made a name for himself when he went Grinch, but then wrote a senator some tickets.

Then he cited state Sen. Gary Siplin for refusing to obey traffic laws, and was not surprised to have the senator retaliate and threaten to have him fired. The sanator was also fighting unrelated felony conviction... not charges, conviction. Grand theft. A Florida elected official? Unheard of right? http://miamiherald.typepad.com/nakedpolitics/2007/08/whos-lying-gary.html

The Florida Ethics Commission notified him that probable cause was found in the ethics complaint he filed, and found the Senator guilty of asserting his position as a state senator to bully a deputy sheriff into permitting him access to a stadium parking lot through a barricaded roadway. "The panel voted 5-0 to send a report to the Senate suggesting the Orlando Democrat be censured, publicly reprimanded and ordered to get continuing education about the state's ethics code for public officials."

The senator appealed and got the case into a high enough court (5th district court of appeals) that they overthrew the ethics charge of corrupt public official charge. They know who not to piss off at that level.  http://caselaw.findlaw.com/fl-district-court-of-appeal/1557124.html

He may have been fired, as his Linked In profile  https://www.linkedin.com/pub/marc-robinson/44/765/984 shows that his jobs have been quite varied since 2007, as of Jan 2008 he was an instructor at a community college on criminal justice and then officiating weddings, to his present managers position of the Bubba Gump Shrimp Co.

But when he was a deputy in Orange County Florida, he was on camera as the Grinch, taking away drivers licenses. http://www.wftv.com/news/news/grinch-hands-out-208-tickets-to-orange-county-spee/nJncj/

Skip to the 6:30 minute mark:

When cops put their minds to it, and make an effort, they can really have a remarkable effect on red light runners and speeding. They usually don't.

Deputy Chuck Kochanowski conceals himself and a radar device inside a cardboard box beside University Boulevard south of the Central Florida Greeneway in Orange County, Fla. He clocked motorists' speeds, then radioed information on speeders to motorcycle deputies waiting to make the traffic stops.
West Palm Beach Police officer Terry Golden, a.k.a. "Officer Delicious," radios to other officers the description of a red light runner at Okeechobee Boulevard and Jog Road in West Palm Beach, Fla.
West Palm Beach police officer David Oxley, posing as a homeless man, radios fellow officers information about drivers who ran red lights at the intersection of Congress Avenue and 45th Street. The officers participated in "Operation Can You Spare $183.50?," the amount of a ticket for running a red light/ The sting yielded 74 tickets in just 90 minutes as drivers continously ran red lights in every direction, sometimes four and five at a time.
Osceola County deputies Dominic Rodriguez (left) and Paul Spears target speeders on Osceola Parkway at Michigan Avenue while dressed as vagrants in Kissimmee, Fla. Spears would watch the traffic and tell Rodriguez the cars (How the police 'nab' or ticket drivers? ... v..picsINSIDE! - ClubSi) that violated red lights or were speeding and would record the tag number to alert other officers waiting down the road.
Sgt. David Lohr of the Seminole County Sheriff's Office operates a radar gun from a borrowed golf cart to catch speeders along Raymond Avenue near Rolling Hills Golf Course in Longwood, Fla. Motorists barely noticed Lohr as he blended in with the surroundings during a crackdown on speeding. In all, 27 tickets were issued.
Jimmy Haddock, right, a motorcycle officer with Kissimmee Police Department, runs the laser while Allen Womack, with the city's traffic operations, controls the bucket as police spot speeders and hand out tickets on Vine Street. Police handed out about 250 speeding tickets in two days in Kissimmee, Fla.
Osceola County Deputies Jason Teems (left) and Ron Kelley dress as tourists and check for speeders on U.S. Highway 192 west of Interstate 4. The pair worked with other deputies and officers from Kissimmee, Fla. and St. Cloud, Fla.
Members of the St. Petersburg police volunteer patrol hold fake campaign signs as officer Bob Jones aims a radar gun at traffic in St. Petersburg.
Leesburg Police Corporal Scott Sparkman (left) and Senior Officer John Sommersdorf dress as construction (How the police 'nab' or ticket drivers? ... v..picsINSIDE! - ClubSi) workers and clock drivers on U.S.-441 while Fruitland Park Sargeant Dennis Cutter waits to chase a speeder. The Leesburg Police Department and other agencies teamed up as part of national Work Zone Awareness Week.
Dressed as Uncle Sam, Orange County Sherriff's Deputy Corporal Jerry Hagan spots and calls red-light runners on the corner of Hoeffner Ave. and Conway Road in Orlando.
Orange County Sheriff's deputy Richard Lockman dons an elf suit as a part of the holiday season crackdown on unsafe driving
Orange County Sheriff's deputy Richard Lockman, dressed in a St. Patrick's Day costume, uses a laser speed-measuring device to clock speeders in Orlando, Fla. In about an hour, Lockman and 10 other motorcycle deputies gave 92 citations for speeding and arrested one man for driving on a suspended license

http://www.kveo.com/news/border-patrol-agents-rescue-illegal-immigrants-hidden-inside-vehicles-speaker-box

About 20 miles inside the USA, just South of Corpus Christi, 2 illegal aliens were detained at the Sarita checkpoint after they were found hidden inside a speaker box on Wednesday, March 18th at around 5 p.m.

U.S. Border Patrol agents encountered a woman driving a white vehicle approaching the inspection lane.

A K-9 alerted agents to the trunk area of the car and the woman was referred to a secondary inspection where agents found two illegal immigrants hidden inside a speaker box located inside the trunk. Both reported feeling dizzy and had been inside the box for more than an hour and half.

LAPD officer busted smuggling a Mexican over the border by the xray machine... yeah... LAPD. Buncha winners right there

http://fox5sandiego.com/2015/03/16/lapd-officer-suspected-of-smuggling-person-across-us-mexico-border/

When I last posted about the dumbasses in LAPD, they were shooting up the wrong make, model, and color of truck with 2 unarmed innocent women inside.... instead of the male suspect they were looking for. http://justacarguy.blogspot.com/2013/09/lapd-shoot-unprovoked-at-3-innocent.html

Meanwhile, LAPD probational dumbass shoots an unarmed guy while not on duty, and hasn't shown up to work since http://ktla.com/2015/03/14/lapd-officer-sought-by-pomona-police-in-fatal-shooting-of-23-year-old-man/

Just how hard could it be for LAPD to find a union brother, a guy whom they already have fingerprints, background investigation, next of kin info, etc.?

Just another day in paradise with corrupt union members of the LAPD. Doesn't anyone with a brain ever get past the screening process?

NOW I know why cops have license plates that state they are California Exempt.. . the rules don't apply to them

because one sign didn't work, they added two more. Cops don't care. It's a Costco Pizza emergency apparently. And no where on the cop car does it say "protect and serve"

spokesman for the St Louis mayor confirms cops deliberately turned off police car dash can before kicking suspect in the head and tazing him

and though the cops claim to have found a semi-automatic, marijuana, and ammo... and then dropped the charges.

Something is fishy, and it's not the donuts. Looks like 8 cops to take down and beat the hell out of 1 18 year old. Huh, why would they need to beat him up for a speeding ticket?

according to a appeals court judge in Germany, drivers aren't liable for using the road markings to gauge the minimum safe distance to prevent police fining them

In Germany, the white painted lines on the highway are six meters long. And the bare asphalt space between the white stripes, is twelve meters long.

The judges of the Higher Regional Court (OLG) Oldenburg reversed a decision of the District Court Wildeshausen against a truck driver for a 80 euro fine, because he had not complied with the minimum distance of 50 meters to the vehicle ahead.

The district court judges argued that the driver should have kept his distance by the broken center line, assuming that every driver knows how long the road markings and the intervening spaces are. No, he does not, the 2nd Division of the Court of Appeal decided.

Although it is clear from the Directive for road markings (RMS 1 and RMS 2) the length of the bars of six meters and the interstices of twelve meters, the appeals court judges decided the average motorist can not be generally assumed to be using the road markings to find the distance.

You can't fight city hall, and you can't keep your vehicles in public sight when they aren't registered... I can't say why you have to register your property, but there it is.

Arman Peterson is being fined $14,400 by Salt Lake City for having two cars parked in his driveway that were unlicensed or not operable.

He was looking for a replacement carburetor for the van he says, but for ever a year? But didn't keep it licensed.

Salt Lake City gave him him notice on April fools day, 2013, citing three city ordinances. One related to "outdoor storage of inoperable, unused or unlicensed" vehicles.

He blew it off, standing on the principle that American rights of private property ought to keep the govt from annoying him with fines and tickets for not registering and licensing his possessions. Well, it's a nice idea, but pigheaded. Everyone know you have to keep your vehicles registered either operating, or non-operating, and it's not been kept a secret that vehicles in your driveway that never move annoy your busybody nosy neighbors, and they complained, and that's what got him ticketed.

Blowing off the repeated attempts to collect a fine, or to get him to register his van, got the city to decide to penalize him with jumped up fine rates tenfold from the flat rate of $25 an month.

In Dec 2014, about 18 months later, he finally showed up to court, to see if he could convince a judge that the city was being unjust. The judge didn't agree with him, and he's now on the payment plan.

I was surprised at the snow mobile adaptation to a woody state police vehicle (trifecta of unsual), but the source was impressed with the windshield defroster

Imagine how fun a day at work would be with a cat tracked woody cop car!
